What it actually is
A one-page form with your name, business type, and taxpayer ID on it. You fill it out and hand it straight to whoever's paying you. It doesn't go to the IRS. They just keep it on file.
Who gets asked for one
Freelancers, contractors, gig workers: basically anyone getting paid without taxes withheld. If a client or platform needs this before they can pay you, this is the form they mean.
How it's different from a W-4
A W-4 tells an employer how much to withhold from your paycheck. A W-9 skips that entirely. Nothing's withheld, so the tax bill lands on you at filing time.
What happens after you send it
Whoever asked for it keeps it on file and uses it to send you a 1099 in January if they paid you $600 or more that year. That's the whole story. No follow-up from the IRS just for filling one out.
